TÜBİTAK BİLGEM Software Technologies Research Institute (YTE) Summer Internship Program was successfully carried out in 2023.
Within the framework of the Bootcamp Program, two separate training programs were implemented: "Software Development" and "Digital Transformation Analysis and Solution Planning". Mentors assigned to the interns during the program provided support for both homework and lessons during the Bootcamp. The interns had the opportunity to gain experience in business life thanks to the project assignment, which was done as a team and developed specifically for the Bootcamp. In addition, the interns were given the opportunity to get to know BİLGEM closely with the BİLGEM Gebze Campus Trip organized by the Institute.
TÜBİTAK President Hasan Mandal also met with the intern students and gave a speech introducing TÜBİTAK to them. He also informed our intern students about the TÜBİTAK Entrepreneurship Support Program (BİGG). After the speech, he answered their questions.
More than 50 interns, mostly in the fields of Software Development and Digital Transformation, participated in the program and completed the 100-hour training provided by the Institute.
BİLGEM Software Technologies Research Institute Internship Program was carried out successfully in two terms.
Within the framework of the Bootcamp Program, two separate training programs were implemented under the name of Software Development and Digital Transformation. During the program, the mentors supported the interns in every way. Each intern had the opportunity to present their assignments to other interns, mentors and managers. In addition, with the BİLGEM Gebze Campus Trip organized by the Institute, the interns were given the opportunity to get to know BİLGEM closely.
A total of 32 trainees participated in the program in both terms and completed the 234-hour training given by the Institute. Within the scope of YTE Bootcamp Program, a total of 21 instructors and 25 mentors took part in the Institute staff. The result of the training satisfaction survey was % 95.3.

Within the scope of the online training program organized in two terms for the students who do their summer internship at TÜBİTAK BİLGEM YTE, it is aimed to prepare the trainees for business life by transferring knowledge and experience to the trainees by YTE personnel who are experts in their fields. With the training and project assignments given, competencies have been gained to make the interns more ready for business life. The overall satisfaction average of the training program, which took place under two separate headings, Software Development Specialist and Digital Transformation Specialist, is % 95.18.

The conference, which was held for the first time in Turkey and was held with the intense interest of public, private sector, universities, local governments and participants from abroad, managed to reach a wide audience with more than 800 participants.
In the conference, which started with the opening speeches of TÜBİTAK BİLGEM YTE Director Cemil SAĞIROĞLU and TÜBİTAK President Prof. Dr. Hasan MANDAL, technical presentations were made about Microservices, where experts from abroad and YTE experts shared their knowledge and experience. TÜBİTAK BİLGEM YTE Manager Cemil SAĞIROĞLU gave information about YTE's experiences in the field of Microservices and the Microservices Based Development Platform developed by YTE. TÜBİTAK President Prof. Dr. Hasan MANDAL mentioned the development of Microservices in the world and the size of the market it created, and emphasized that the support to be provided by TÜBİTAK in the coming period will also include research to be carried out in this field.
PostgreSQL Conference organized by TÜBİTAK BİLGEM Software Technologies Research Institute (YTE) was held on January 24, 2019 in the conference hall of BTK (Information Technologies and Communications Authority).
The conference, which was held with the intense interest of participants from all sectors, managed to reach the largest audience among the conferences held in this field with more than 700 participants.
Technical presentations on PostgreSQL were made at the conference, which started with the opening speeches of TÜBİTAK BİLGEM YTE Institute Director Cemil Sağıroğlu, BTK President Ömer Abdullah Karagözoğlu, Deputy Minister of Transport and Infrastructure Ömer Fatih Sayan and Deputy Minister of Industry and Technology Mehmet Fatih Kacır.
TÜBİTAK BİLGEM YTE Institute Director Cemil Sağıroğlu stated that among open source technologies, data management technologies have a different importance for our country in terms of economy and national security. In this context, he stated that the increase in the use of open source data management technologies and the decrease in the resources allocated to commercial product licenses will enable the use of national wealth in services with high added value in the country. In this respect, he stated that the main goal is to disseminate PostgreSQL, the world's most advanced open source database, which is one of the first open source projects with a history of more than 40 years. He stated that they have put forward a three-focus approach to “Guidance and Develop Expertise”, “Support and Activate” and “Bring Innovation and Contribute” in the studies conducted. In addition, YTE gave information about the activities carried out in 2018 for the dissemination of PostgreSQL and the activities to be carried out in 2019 and beyond.
Mehmet Fatih Kacır, Deputy Minister of Industry and Technology, touched upon the initiatives to encourage and support the use of open source, which has an important role in the National Technology Move. He emphasized the necessity of improving the number and quality of expert human resources in our country in this field. Referring to the success in the use of PostgreSQL in the Government Accounting System developed in cooperation with the General Directorate of Accounts of the Ministry of Treasury and Finance and YTE, he conveyed his encouragement and support for the spread of the open source policy in the public.
Plaques were presented to Ertan Erüz, General Manager of Public Accounts, and Semi Okumuş, Vice President of Revenue Administration, for their contributions to the use of PostgreSQL in the Government Accounting System and the Ledger Statement System, one of the successful practices in the public sector.

President of the Scientific and Technological Research Council of Turkey (TUBITAK), Prof. Dr. Arif Ergin stated that the success of the Information Security Advanced Technologies Research Center (BİLGEM) Software Technologies Research Institute (YTE) in software development was documented by the certified auditor of the CMMI Institute.
Participating in the "High Maturity in Software" event organized by TÜBİTAK BİLGEM YTE at the Information Technologies and Communication Institution (BTK), Prof. Ergin, the "Integrated Capability Maturity Model" (CMMI) developed in 1986 by the Software Engineering Institute of Carnegie Mellon University at the request of the US Department of Defense; He explained that organizations evaluate software planning, development and configuration processes, and that CMMI measures the maturity level of institutions with this model.
prof. Ergin pointed out that the worldwide number of failures in software procurement projects made by the public is above % 60s and said, “In other words, about 6 out of 10 public institutions will not be able to do this and waste resources. In Turkey, this figure is % 76,” he said.
Dünyada 500 kurum ve kuruluşta CMMI 5 Sertifikası bulunduğunu belirten Prof. Ergin, özel sektörden ziyade kamunun bu sertifikaya sahip olmasının çok daha önemli olduğunu vurguladı. BİLGEM YTE’nin yazılım geliştirme konusundaki başarısının, CMMI Seviye 5 olarak derecelendirildiğini bildiren Prof. Ergin, bu bilinç ve gayretle çalışarak söz konusu belgenin Türkiye’ye güç katmasını temenni ettiklerini dile getirdi. İnsan, süreç ve teknoloji alanlarında en iyi uygulamaların ilerlemesi için dünyada liderlik yapan CMMI değerlendirmesi, CMMI Enstitüsünün sertifikalı denetçileri başkanlığında yapılıyor ve kuruluşlara 1’den 5’e kadar derece veriliyor.
Dünyada sayılı kurumların sahip olduğu 5. Seviye, yazılım geliştirme konusunda kuruluşun en üst seviyede olduğunu gösteriyor. ABD’de birçok askerî ve kamu projelerinde yüklenicilerin, CMMI Modeli’ne göre derecelendirilmesi ve en az Seviye 3 olması gerekiyor. CMMI Modeli, 101 ülkede kullanılıyor.

The event brought together many executives and academics from public institutions and the private sector, as it was the first event organized on the subject of "Digital State and Institutional Architecture" in the public sector.

The Public Websites Directory (KAMİS) Project was implemented by the TÜBİTAKBİLGEM Software Technologies Research Institute (YTE) and the Ministry of Development. With the project, it is aimed to guide public websites to comply with usability and accessibility standards, and to raise national awareness about usability and accessibility.
A Public Website Usability Workshop was held on Thursday, December 25, 2014, with the participation of public and private sector IT professionals and academics, in order to promote the KAMIS Project and share information with stakeholders regarding the guide developed within the scope of the project. In the workshop, the importance of the usability of public websites in Turkey was especially emphasized and the certification processes of the usability of public websites were explained in detail and the questions of the participants were answered.
The “KAMİS Information Portal”, designed to support all public institutions within the scope of the project, was put into use in December 2014. To the KAMİS Information Portal, where the guide document, visuals, information documents and promotional materials prepared within the scope of the project are included and stakeholders are informed about the works carried out. www.kamis.gov.tr can be accessed at.
In cooperation with the Prime Ministry and TÜBİTAK-BİLGEM-YTE (Software Technologies Research Institute), the panel titled “Developing Trends in Public Administration: Open State and Open Data” was held on March 20, 2013 at the Feza Gürsey Conference Hall of the TÜBİTAK Presidency Building.
The panel, which was held with the support of the Prime Ministry Administration Development Presidency, was attended by 121 people at the level of Strategy Development and IT Department Heads and experts from Public Institutions.

In cooperation with the Prime Ministry and TÜBİTAK BİLGEM YTE, a panel titled “Success Factors in e-Government Projects: Transformation-Oriented Project Management” was held at TÜBİTAK Presidency Feza Gürsey Hall on Wednesday, October 2, 2013.
The Deputy Undersecretary of the Prime Ministry participated in the opening of the panel. In the opening speech made;
- The importance of having an inventory of the services provided by the state,
- The burden of duplication and unnecessary processes in state services to the state and citizens,
- The importance of inter-institutional integration in the projects carried out and the savings it brings,
mentioned such topics.
The program, which is divided into two as addressing the factors causing the failure and sharing the successful corporate experiences in panel format, was administered by the Ministry of Finance (Public Expenditure and Accounting Information System), Ministry of Interior (e-Interior Project), Ministry of Justice (National Judicial Network System) in order to convey their experiences. and the relevant department heads from the Public Procurement Authority (Electronic Public Procurement Platform) participated as panelists.
The presentations focused on the problems envisaged and experienced in the successful e-Government Project carried out by the institution, the solution methods developed in response to these, and the lessons learned. Throughout the project process, the panelists touched upon the importance of the following issues based on their experience:
- Considering the human dimension of e-Government Projects rather than the technical dimension,
- Timely initiation of legislative arrangements,
- Leadership and senior management ownership in e-Government projects,
- Having a project team that adopts and owns the project,
- The importance of involving project stakeholders in the process,
- The effect of various activities organized to motivate the personnel of the institution on success.
Heads of Strategy Development Departments and IT Departments of all public institutions and organizations were invited to the study, and more than 160 senior executives at the level of general manager, vice president, institute director and department head participated in the study.

The Public Websites Directory (KAMİS) Project was implemented by the TÜBİTAKBİLGEM Software Technologies Research Institute (YTE) and the Ministry of Development. With the project, it is aimed to guide public websites to comply with usability and accessibility standards, and to raise national awareness about usability and accessibility.
A Public Website Usability Workshop was held on Thursday, December 25, 2014, with the participation of public and private sector IT professionals and academics, in order to promote the KAMIS Project and share information with stakeholders regarding the guide developed within the scope of the project. In the workshop, the importance of the usability of public websites in Turkey was especially emphasized and the certification processes of the usability of public websites were explained in detail and the questions of the participants were answered.
The “KAMİS Information Portal”, designed to support all public institutions within the scope of the project, was put into use in December 2014. To the KAMİS Information Portal, where the guide document, visuals, information documents and promotional materials prepared within the scope of the project are included and stakeholders are informed about the works carried out. www.kamis.gov.tr can be accessed at.
In cooperation with the Prime Ministry and TÜBİTAK-BİLGEM-YTE (Software Technologies Research Institute), the panel titled “Developing Trends in Public Administration: Open State and Open Data” was held on March 20, 2013 at the Feza Gürsey Conference Hall of the TÜBİTAK Presidency Building.
The panel, which was held with the support of the Prime Ministry Administration Development Presidency, was attended by 121 people at the level of Strategy Development and IT Department Heads and experts from Public Institutions.

In the panel, information on the concepts of Open State and Open Data was shared, and the experiences of Turkey and the USA on Open State and Open Data were included.

In cooperation with the Prime Ministry and TÜBİTAK BİLGEM YTE, a panel titled “Success Factors in e-Government Projects: Transformation-Oriented Project Management” was held at TÜBİTAK Presidency Feza Gürsey Hall on Wednesday, October 2, 2013.
The Deputy Undersecretary of the Prime Ministry participated in the opening of the panel. In the opening speech made;
- The importance of having an inventory of the services provided by the state,
- The burden of duplication and unnecessary processes in state services to the state and citizens,
- The importance of inter-institutional integration in the projects carried out and the savings it brings,
mentioned such topics.
The program, which is divided into two as addressing the factors causing the failure and sharing the successful corporate experiences in panel format, was administered by the Ministry of Finance (Public Expenditure and Accounting Information System), Ministry of Interior (e-Interior Project), Ministry of Justice (National Judicial Network System) in order to convey their experiences. and the relevant department heads from the Public Procurement Authority (Electronic Public Procurement Platform) participated as panelists.
The presentations focused on the problems envisaged and experienced in the successful e-Government Project carried out by the institution, the solution methods developed in response to these, and the lessons learned. Throughout the project process, the panelists touched upon the importance of the following issues based on their experience:
- Considering the human dimension of e-Government Projects rather than the technical dimension,
- Timely initiation of legislative arrangements,
- Leadership and senior management ownership in e-Government projects,
- Having a project team that adopts and owns the project,
- The importance of involving project stakeholders in the process,
- The effect of various activities organized to motivate the personnel of the institution on success.
Heads of Strategy Development Departments and IT Departments of all public institutions and organizations were invited to the study, and more than 160 senior executives at the level of general manager, vice president, institute director and department head participated in the study.
