With the Digital Maturity Model and Guidance Project carried out by the TÜBİTAK BİLGEM Software Technologies Research Institute, a digital maturity model specific to Turkey was created to determine the digitalization capacity and competence in public institutions and the services they provide. In line with the model, a guide has been developed to be used as a guide for public information technology operation and maintenance projects and activities.
Within the scope of the current situation analysis in Turkey and the world, national policy objectives, examples of international organizations and consultancy firms, foreign country examples and academic studies were examined. The survey conducted with the central government provided information on the current level of maturity, and it was determined that the priority guidance area is the operation and maintenance competence, which constitutes a significant portion of the public budget. The digital maturity model and Operation/Maintenance guide were developed in line with the findings and needs.
The Digital Maturity Model and Operation/Maintenance Guide, which continue to be disseminated through pilot implementations, will be presented to all stakeholders of the digital government ecosystem, especially public institutions, at an introductory meeting in January 2017.
With this project, the development of a systematic and holistic perspective in digital government activities will be supported, and it is aimed to improve the quality and performance of digital public services by increasing the effectiveness, efficiency and information security qualities of relevant projects and activities by improving the operation and maintenance competencies of public institutions.
