Who We Are
Software Technologies Research Institute (YTE), which carries out R&D activities in the field of software technologies that our country needs; is a TÜBİTAK BİLGEM institute that provides software development, digital transformation, software quality monitoring and consultancy services.
Since 2012, the Institute has been developing advanced technology and solutions in the field of software with its qualified staff, new technologies and innovative approaches. It is especially involved in strategic, sensitive and critical projects of our country. It uses its R&D studies in software technologies in the projects it develops and shares its experience with the industry.
YTE continues its efforts to develop the informatics ecosystem in order to lead researches that make our country a reference point in the field of software and to ensure that effective digital transformation strategies are put into practice.
Software Technologies Research Institute (YTE) is the only public institution in Turkey that has CMMI 5 certification.

2022
State Supply Management System Consultancy and Analysis Studies were delivered to the Ministry of Treasury and Finance.
TENMAK Project and Scholarship Support Tracking System (TENDES) has been made available for use.
Consultancy service was provided to the Nuclear Regulatory Authority on the subject of “Analysis, Improvement, and Electronic Enforcement of Business Processes”.
Software consultancy services started to be provided to institutions.
2021
Microservice transformation of the Integrated Public Financial Management Information System was carried out.
2020
Turkey Agricultural Credit Cooperatives Digital Transformation Planning Project was implemented.
TÜBİTAK BİLGEM YTE was rated as CMMI V2.0 Level 5.
2019
The 2020-2023 National Smart Cities Strategy and Action Plan, prepared in accordance with the Smart City Maturity Model, has been published in the official newspaper.
The Integrated Social Assistance Information System was transferred to the Ministry of Family and Social Services.
Turkey Desertification Model Verification and Calibration Study (TÇM-DK) Project studies have been completed.
2018
Trainings, publications and localization studies were carried out for the dissemination of the open source PostgreSQL database, which is the most widely used in the public and private sectors.
Turkey National Geographic Information System (TUCBS) Standardization Project studies were started.
2017
The Digital Maturity Evaluation Model Applications (DOMR) Project was launched and services were started to be provided to institutions.
TÜBİTAK BİLGEM YTE was rated as CMMI V1.3 Level 5.
2016
Integrated Public Financial Management Information System was implemented with the Ministry of Treasury and Finance.
2015
The Product Tracking System (ÜTS) Project, which is the first of its kind in Turkey for individual tracking and monitoring of medical devices, was carried out in collaboration with the Ministry of Health and the Turkey Pharmaceuticals and Medical Devices Agency.
2014
TÜBİTAK BİLGEM Software Technologies Research Institute (YTE) was rated with CMMI Level 4, which is accepted as the reference model for software development organizations.
2013
Studies were carried out within the scope of the Development of the Basin Monitoring and Evaluation System (HIDS) Project. With the project, an important step has been taken in the management of water resources and basin analysis.
Studies were carried out within the scope of the Research on Child Early Diagnosis and Warning System (ÇETUS) Project.
2012
Our Software and Data Engineering (G222) Department, operating under TÜBİTAK BİLGEM UEKAE, was structured as a Software Technologies Research Institute, which is also affiliated to TÜBİTAK BİLGEM.
2011
Analysis studies of the ERP System were carried out in cooperation with the General Directorate of the State Supply Office.
2010
UEKAE (National Research Institute of Electronics and Cryptology) and BTE (Information Technologies Institute) were combined under the umbrella of BİLGEM (Informatics and Information Security Research Center) by the decision of the TÜBİTAK Scientific Committee; G222 Unit, under the name of Software and Data Engineering Department, was promoted to Assistant Director of Institute in UEKAE organization.
2009
The Air Force Command EW Support System Project developed for the Air Force Command was completed.
2008
Serving the software projects of Public Institutions has also been added to the G222 Strategic Objectives.
2005
With the organizational change, the Software Development Department was restructured as TÜBİTAK UEKAE/G222 Unit and the Electronic Warfare Department was restructured as TÜBİTAK UEKAE/ILTAREN.
2004
The Electronic Warfare Department was separated from the Software Development Department.
2001
Electronic Warfare (EW) was officially included in the fields of activity of UEKAE with the decision of the TÜBİTAK Science Board. Software Development Department and Electronic Warfare Department were defined as subdivisions of ILTAREN.
1999
İLTAREN Working Group started its activities under the TÜBİTAK Presidency. In accordance with the protocol signed between TÜBİTAK and the General Staff MEBS Presidency, TÜBİTAK UEKAE was given the task of organizing the establishment of an institute called İLTAREN, which will operate in the field of Electronic Warfare (EW).

Quality Management System
TÜBİTAK BİLGEM YTE consolidated its Process Maturity Level applications, which was CMMI Level 3 in 2008, with CMMI Level 4 in 2014, CMMI-DEV V1.3 Level 5 in 2017 and CMMI DEV V2.0 Level 5 High Maturity applications in 2020, becoming the best in this field in the public sector. It also maintains its leadership as the first public institution to be documented in this sector.
Our Institute started the preparations for establishing an Information Security Management System (ISMS) in 2013 and first acquired the ISO/IEC 27001:2005 Information Security Management System Certificate in 2014. Upgrading its current certificate to ISO/IEC 27001:2013 version in November 2015 and to ISO/IEC 27001:2017 version in February 2019, it successfully passed certification renewal audits.
Since 2018, he has been holding Quality Management System and Information Security Management System certificates within the scope of BİLGEM Integrated Management System.
In addition to globally accepted software process improvement models, our institute always aims to improve its maturity by examining the existing processes of the SPICE (ISO/IEC 15504) standard.
